TITLE VI / Non-Discrimination
Under Title VI of the Civil Rights Act and related statutes, any agency receiving federal financial assistance is required to ensure that no person is excluded from participation in, denied the benefit of, or subjected to discrimination.
Help On The Way, Inc. (HOTW) Title VI / Nondiscrimination Program
Help On The Way, Inc. (HOTW) operates all programs and services without discrimination in
accordance with Title VI of the Civil Rights Act of 1964 and other applicable federal and state
civil rights laws. Title VI prohibits discrimination on the basis of race, color, or national origin
in any program or activity receiving federal financial assistance from the United States
Department of Transportation and related agencies.
HOTW’s Title VI / Nondiscrimination Program describes our goals, procedures, and staff
responsibilities for:
● Providing equal access to HOTW programs, services, transportation, and activities.
● Identifying and addressing any disparate impacts on protected populations.
● Ensuring meaningful access for individuals with limited English proficiency and
individuals with disabilities, consistent with Title VI, the Americans with Disabilities
Act (ADA), Section 504 of the Rehabilitation Act, the Age Discrimination Act, and
related requirements.
● Monitoring program outcomes to confirm that planning, service design, and resource
allocation do not discriminate on the basis of race, color, national origin, or other
protected characteristics.
The HOTW Title VI / Nondiscrimination Program includes:
- A Title VI Policy Statement approved by HOTW leadership and the Board.
- A process for public participation and language assistance in line with New York State Department of Transportation (NYSDOT) guidance for subrecipients.
- A documented complaint procedure and complaint form for members of the public, program participants, families, and other stakeholders.
- An internal system for logging, investigating, and tracking Title VI and related civil rights complaints as required of DOT and FTA subrecipients.

Nondiscrimination complaint.
